​Tiffany Welch is a Baltimore-based social worker, community advocate, and youth development leader who ran for the Maryland House of Delegates in District 40.

 

Her campaign centered on lived experience, neighborhood empowerment, and a commitment to strengthening families and communities through practical, people-focused policy solutions.

 

Tiffany brought more than two decades of experience in human services, nonprofit leadership, and community engagement, and her campaign sought to elevate the voices of residents who often feel overlooked in state-level decision making.

Marshall served as Campaign Manager for Tiffany, providing comprehensive management across messaging, field strategy, staffing, media engagement, compliance, and rapid response, ensuring the campaign maintained clarity, consistency, and operational strength throughout the election cycle.​

The Challenge

​The campaign entered the 2026 cycle with a need for clear strategic direction, cohesive messaging, and a structured field plan capable of reaching diverse voter communities across the 40th District.

 

The candidate required support in strengthening public visibility, organizing staff and volunteers, and developing a responsive communication posture to address emerging issues and maintain momentum in a dynamic political environment

 

Additional needs included strategic planning for door‑to‑door outreach, securing endorsements, and managing digital, mail, and text‑messaging communications.

Field Operations Coordination

Managed the planning and execution of voter‑contact activities, including canvassing routes, staging locations, volunteer recruitment, and day‑to‑day field logistics. This work ensured consistent outreach across priority precincts and helped maintain a visible, organized presence in neighborhoods where direct engagement was most impactful.

Advised on building and maintaining constructive relationships with community leaders, neighborhood associations, advocacy groups, and issue‑focused coalitions. These conversations helped the campaign stay informed about local concerns, identify trusted messengers, and ensure that outreach efforts reflected the perspectives and priorities of residents across the district.

Data‑driven Targeting & Analysis

Interpreted voter‑file data, turnout history, demographic trends, and geographic patterns to guide strategic decisions about resource allocation. This included identifying high‑value precincts, refining audience targeting for communications, and supporting evidence‑based planning across field, digital, and mail programs.

 

Endorsement & Coalition Development

Coordinated outreach to political leaders, labor unions, professional associations, and issue‑based organizations to understand their priorities and explore opportunities for formal support. This included preparing background materials, facilitating introductory conversations, and ensuring stakeholders had clear, accurate information about the campaign’s goals and operational capacity.

 

The work helped strengthen relationships with influential groups, broaden the campaign’s network of institutional partners, and support a more cohesive coalition across the district.

Through disciplined management, strategic clarity, and consistent execution, Marshall and BCS helped the campaign maintain a strong public presence, build an effective field operation, and engage voters across the district. The campaign concluded with strengthened community relationships, increased visibility, and a well‑organized structure that supported the candidate’s goals throughout the election cycle.

On June 23, 2026, Tiffany Welch secured one of the three Democratic nominations to advance to the General Election for the Maryland House of Delegates in the 40th Legislative District of Baltimore City. With no Republican opposition in the district, she will continue forward in the General Election process to represent the community.
